Every time a heart-wrenching display of violence in the schools or an appalling act of childhood aggression achieves its '15 minutes of fame' in the media, we all shake our heads in dismay, despair over what should have been done and feel deeply grateful that it happened somewhere else. But, of course, there's no guarantee. These things can and do happen anywhere. And it is not what we do after, but what we can do before that matters.
